Summary: The CMPD is the civil–military strategic planning structure for missions. Key functions are strategic planning and reviews, developing CSDP partnerships, coordinating the development of capabilities, developing policy and concepts, and conducting exercises and developing training.

At stake: It is too much of an integral core part of the EEAS secretariat.

Exposure: Staffed by EEAS (EU) personnel; UK incidental staffing should end with Brexit.

Action: MPs should ensure there are no UK postings from Whitehall, as excessive integration of staff may skew civil servants towards considering any joint deployment as the preferred default.
